    The leaders of Turkey and Russia are meeting in Sochi on
    Monday for hastily arranged talks over the fate of Syrian
    last major rebel stronghold. For now the impending offensive
    on Idlib province, touted for weeks by Damascus and its
    Russian and Iranian backers, appears to be on hold as a result
    of Turkish diplomatic agitation and military maneuvers.

    The U.S. government is preparing to conduct the first
    nationwide test
    of a feature designed to help the president
    reach the public during emergencies by sending warnings
    relayed through the country largest wireless network
    providers to mobile phones within range. Most cell
    phones capable of connecting to the internet will display
    a Presidential Alert at 2:18 p.m. EDT on Sept. 20, the
    Federal Emergency Management Agency (FEMA)
    announced this week. THIS IS A TEST of the National
    Wireless Emergency Alert System. No action is needed,

    the message will say.
