You are correct. It may seem secret or unknown to us but whatever it was built for they should know.

Report: Obama backs Egypt plan for Mideast peace
The U.S. administration is making efforts to convince Palestinian President Mahmoud Abbas to agree to the resumption of peace talks through a series of goodwill gestures on the part of Israel - including the release of prisoners and the transfer of territory under Israel's security control (Area B) to Palestinian security control (Area A).
Note the order Obama has agreed too. Israel so far, has absolutely disagreed to these particular goodwill gestures.
Following the meeting between Mubarak and Abbas, Egypt's Foreign Minister Ahmed Aboul Gheit and Intelligence Chief Omar Suleiman will depart for Washington for talks on possibly renewing negotiations between Israel and the Palestinians.

Palestinian sources said that the basis of Egypt's proposals for resuming talks between the two sides is the demand for a freeze in construction in East Jerusalem as well. At the conclusion of talks with Egyptian officials in the American capital, Special Middle East Envoy George Mitchell is due to arrive in the region.

I could be wrong but doesn't
based on pre-1967 borders with adjustments called for by demographic changes in the interim years, Obama will also be called upon to limit territorial swaps between Israel and the Palestinians to a minimum and support East Jerusalem's status as capital of a future Palestinian state.

Our sources explain that the US presidential letter would be addressed to the Palestinians, according to the new proposal. Israel will not be asked to sign off on it only to renew negotiations with the Palestinians. Neither would Israel be required to freeze construction in the settlements or Jerusalem.
This mean someone other then Israel or Palestinian would have to be in control temporarily after it is divided?????
After all what they are purposing is to divide along the pre 67 borders then negotation any changes???
Everything is pointing to it now.

Dahlan revealed that Egypt, Saudi Arabia, Jordan and the Palestinian Authority have been holding intense contacts with the Quartet (representing the US, the UN Secretariat, the EU and Russia) in efforts to formulate a unified position regarding the resumption of peace talks.

Israel is considering whether to extend the mandate of the Temporary International Presence in Hebron (TIPH) which will expire at the end of January, Army Radio reported Friday.

A member of the Temporary International Presence, TIPH, loads his belongings to a car as he leaves TIPH offices in Hebron. Jerusalem reportedly feels the force is one-sided in its criticism of Israel, and believes that the TIPH is assisting human rights groups in the West Bank to compile anti-Israel reports.

Israel has complained to the US administration that the Palestinian Authority's President Mahmoud Abbas and Prime Minister Salam Fayyad are engaging in incitement by honoring a woman responsible for the worst terrorist attack in Israel's history, and calling the men who killed Rabbi Meir Avshalom Chai last month martyrs.

Israel's complaint came, ironically, shortly before US Middle East envoy George Mitchell heaped praise on Fayyad and Abbas Wednesday night during a US television interview.

Twice during the interview, on the Charlie Rose show, Mitchell called Fayyad an "impressive leader" and said that he and Abbas represented "strong and effective leadership for the Palestinian people."

Israel, in direct calls from the Prime Minister's Office to the White House and the State Department, has complained about both men.

Not a good sign folks!!! General Jones will be in Israel Tuesday.... I wonder if he is there to confirm details about international peacekeepes for the West bank...remember he is the one who designed the plan personally for NATO deployment while reporting to Condi Rice and president Bush.

United States National Security Adviser James Jones is due in Israel on Tuesday for meetings on resuming the Israeli-Palestinian peace talks.

"Military" is the only reason he could be there. All the preparations he did under the Bush admin.

Oh yeah this is going to speed up the worlds plans for a military action.
Israel to build $1.5b fence along Egypt border
Netanyahu told officials gathered at the Prime Minister's Office that the goal of the project "was to ensure the Jewish and democratic character of the State of Israel."

Here are some past articles on General Jones:
                    from Nov 25th, 2008:

Candidate for U.S. security adviser wants NATO force in West Bank ...
In response to Israel's claim that the Palestinians cannot be trusted with responsibility for security, Jones, a former NATO commander, proposed a NATO-based international force that would later transfer control to the Palestinians.

                    and Nov 24th,2008:
                    http://www.meforum.org/blog/obama-mi...e-in-west-bank
Jones would put NATO force in West Bank
During his meetings with Israelis, Jones has proposed that a NATO-based international force deploy in the West Bank in the interim period between an Israeli withdrawal and the Palestinian forces becoming able to curb terror activity....The IDF is particularly wary of such a plan, a top IDF officer said, who added that the military's operational freedom in the territories was responsible for the drop in terrorist attacks. "NATO is a very bad idea," the officer said. "No other country in the world has successfully dealt with terror like Israel has. There is a need for continuous combat; NATO will not want to endanger its soldiers on behalf of Israeli citizens."

                            The good news...
Canada elects to fund PA justice system
Toews added, "I told him [Jarbawi] that our [Canada's] paramount concern is the security of Israel."
                            The bad news...
Regarding the PA's police force that is being trained by US Lt.-Gen. Keith Dayton in Jordan, Toews said, "Canada has the largest contingency under Gen. Dayton. We have 18 officers, and the United States only has 10."
