IMHO the battles lines have been drawn..
    C'tee okays e. J'lem referendum bill

A joint panel of the Knesset House and Law committees on Sunday approved a proposal amending the national referendum bill, so that it now states a vote must be held before concessions on any territory under Israeli legal jurisdiction, including Jerusalem

    http://www.jpost.com/servlet/Satelli...cle%2FShowFull

    Gov't okays Supreme Court restrictions

The government approved Justice Minister Daniel Friedmann's proposal to diminish the authorities of the Supreme Court during Sunday's cabinet meeting. Thirteen ministers voted for the bill while 11 ministers opposed it. The bill must now be approved by the Knesset Constitution, Law and Justice Committee

    http://www.jpost.com/servlet/Satelli...cle%2FShowFull

This is the most important of all as this is rebellion in the elites eyes. Israel is pushing itself to the opposite side and trying to hang on.
It also effects the division of Israel. The Supreme Court has always been the elites strong arm.The AC's plan to use the courts etc etc etc

Only a guess on my behalf Wendy but....
The OWO in many ways is already in operation. In Sudan, which is part of the AU, they have been allowing Islamic troops to defend the Christians, under the leadership of the UN/NATO. No wonder it isn't working. LOL
The whole Mugabe thing. They are trying to let others in the AU take care of the situation. The pressure is now from within more then actually outside. OWO thinking is these countries within a group will become family and when one member gets out of line the rest of the family steps in to help and correct.
It would make sense the troops/maybe peacekeepers would be local, MU?, lead symbolically by some leaders of the world. If it is peacekeepers it would make sense it would be one from each side. A leader the Palestinians can trust and one the Israeli's can trust.

U.S. coordinator to visit Israel on Israeli-Palestinian security draft
The U.S. security coordinator for Israeli-Palestinian peace talks will arrive in Israel Tuesday night in preparation for a draft security plan between the Jewish state and the Palestinian National Authority, local daily Ha'aretz reported on its website.

General James Jones, appointed by U.S. Secretary of State Condoleezza Rice to draft a plan to create a stable security environment in the region, has also been tasked with trying to define the vital security interests that Israel would need any final-status agreement to address.

Jones will meet Wednesday with Defense Minister Ehud Barak and other senior Israeli officials, as well as their Palestinian counterparts, said Ha'aretz.

After that, he is expected to report back to Rice on whether he sees any chance of drafting a document defining Israel's security interests that would be acceptable to Israel and the United States.

The key implementation item for a peace deal will be coordination of deployment of international military to replace the IDF. When they leave the west bank Israel will require an immediate trusted force to fill the vacuum. Jewish settlements will need to be evacuated at some point in time but the initial handoff does not have to affect them. Hence IMHO, implementation of a peace accord could be carried out remarkably fast...declaration of state, arrival and deployment of international force, followed by the orderly withdrawal of IDF. The international folks can then "guarantee" the piece (oops, I mean peace). Maybe US troops will return from Iraq soon enough to help out in Israel (if they aren't needed first to shore up the administration in Tbilisi, Georgia) I can assure you the IDF will not trust any foreign power other than the USA to lead such a venture.

Peres: Very small difference between Israel, PA positions on borders

President Shimon Peres said on Tuesday that the difference between Israeli and Palestinian negotiating positions on the final borders of a Palestinian state was less than five percent.

"In order not to spoil the negotiations, I will only say that the difference between the sides does not reach two figures, and does not reach half of two figures," said Peres. He made the comments in a speech at a meal held at his official residence in Jerusalem for the breaking of the Ramadan fast.

Abbas to meet U.S. Pres. Bush to discuss Israeli-Palestinian peace talks

A Palestinian official says Palestinian President Mahmoud Abbas will hold talks with U.S. President Bush on Sept. 26 at the White House.

Abbas aide Nabil Abu Rdeneh said Monday the two leaders will discuss the fate of Israeli-Palestinian peace talks. The negotiations began several months ago.

Although negotiators say they are discussing all key issues, no visible progress has been made. It's not clear whether talks will continue beyond the end of the year.
Bush only has four months left in office, and Israel Prime Minister Ehud Olmert has said he will step down to fight corruption allegations after his party chooses a successor later this month.

Abu Rdeneh says Abbas is addressing Arab foreign ministers in Cairo later Monday.

According to the sources, the Americans hope to finalize a security document even if no corresponding Israeli-Palestinian diplomatic agreement is reached, but Israel believes it would be a mistake to make security concessions without a quid pro quo in the form of progress in the diplomatic negotiations.
It is interesting. The US seems to be saying there will be a security agreement etc even if there is no peace agreement.

SAT: Watch General Jones very closely! He is the key man in the implementation piece. There must be security for Israel with a smooth transition after the IDF pull out of the west bank. Israel must have guarantees that it will not be subjected to rocket fire etc from the west bank like happens from Gaza. Hence the need for a "robust" international military force with some real teeth and mission. The report General Jones makes will be a pivotal document. I suspect it is under development/refinement as we speak. It would surprise me greatly if it took til late fall for this to be finished (and submitted to Condi Rice) The whole world is WAITING for piece (I mean peace) in Israel!

I found this article particularly interesting. If the assumptions the security deal is done but being kept quiet are correct.
What I find concerning is the fact Israeli's are passing laws to weaken their Supreme Court(the very power that pushed through disengagement when people complained) plus a law for a referendum before Israel can be divided.
If they go ahead and declare a Palestine they can write and confirm a peace deal but if the people and some in the Knesset have their way they will need to bypass the peace deal and lean on the security deal???????????

Read what follows from Haaretz. What is the problem? Abbas is already agreeing to "land swaps" and a "practical right of return". Look for a deal soon folks. The notion of "peace deal unlikely this year" is so much political posturing...now if we were instead talking about REAL peace, that would be different. HSB

Abbas to Haaretz: Peace deal unlikely this year

Palestinian President Mahmoud Abbas doubts that any peace agreement can be reached by the end of 2008, as not one of the six key issues in a final-status arrangement has yet been resolved.

Speaking to Haaretz on the 15th anniversary of the signing of the Oslo Accords, Abbas said that Washington plays a central role in the peace process. Senior American officials are anxious to reach an agreement by the end of the year and are convinced this is possible.

However, the gaps between the parties remain wide.
"We presented our ideas and demands regarding the six issues," Abbas stated, "but have not received any answer from the Israeli side."

Among other things, the Palestinians are demanding negotiations over disputed lands claimed by both sides, such as the Latrun region, as part of their demand for an Israeli withdrawal from the entire West Bank, the Gaza Strip and East Jerusalem, subject to territorial swaps.

Regarding the refugees, the Palestinian president said: "We understand that if all five million refugees return to their homes, the State of Israel will be destroyed." Nonetheless, he added, Israel must discuss both its responsibility for the refugee problem and a practical right of return.

"Palestinians who do not return to Israel will be able to return to Palestine," he continued. He also said a solution to the refugee problem would be based on the Arab peace initiative of 2002, which stated that the solution must be based on United Nations Resolution 194, but acceptable to Israel.

Abbas pointed out that every Muslim nation in the region, including Iran (prior to Mahmoud Ahmadinejad's election as president), adopted the Arab initiative. "I presented the document with the Iranian signature to Olmert, but he did not respond," Abbas said. "Regrettably, to this day no debate has been held by the Israeli cabinet."

Abbas stressed that he will not agree to an interim arrangement such as a state in temporary borders. Any agreement must address all the components of the conflict, including Jerusalem and the right of return, he said; therefore, "nothing is agreed until everything is agreed."

He concurred with Jordan's King Abdullah II, who told the French newspaper L'Express that he doubts Israel wants to resolve the conflict, as it lacks long-term vision. The outlines of an agreement are well known, he said, and Israel's internal political disputes are apparently the reason no progress has been made.

Under an Arab League proposal to reconcile Fatah and Hamas, Abbas said, all members of the Fatah-Hamas unity government would have to honor all agreements and commitments signed by the PLO, including the Arab initiative and the road map. He urged Israel to release all the Hamas parliamentarians it has jailed, saying: "We have made it clear to Israel that any peace agreement would involve the release of all Palestinian prisoners."

He also warned against the increasing strength of Al-Qaida in the territories and said the way to curb the organization's power is to end the blockade of Gaza, since suffering strengthens the extremists.

"Even today, I am sure I would sign the Oslo Accords," Abbas concluded. "I risked my life for peace, and if I have to pay for it with my life, it is still a marginal price."

He rejected calls from some leading Palestinian for a single state in which Palestinians would have equal rights. "We must stick to the 'two states for two peoples' solution. But the continued construction of settlements, the roadblocks, the raids in the West Bank distance it."

He emphasized that the West Bank and Gaza must be united, or there will be no Palestinian state. Nonetheless, he insisted that this must be achieved only through diplomatic means. "We erred when we made the second intifada into an armed struggle, and I will do everything to prevent a third armed intifada," he said.

JERUSALEM – The U.S. is planning to issue a letter guaranteeing the country will back agreements reached during current Israeli-Palestinian negotiations aimed at creating a Palestinian state before President Bush leaves office in January, WND has learned.

The move is intended to ensure any agreements reached by the Israelis and the Palestinian Authority, and spelled out in a joint document, will be recognized by the next U.S. administration and binding for Israel and the PA.

The information comes as Jacob Walles, the U.S. consul-general, stated in an interview with a major Palestinian newspaper yesterday that Israel and the PA agreed to negotiate Jerusalem and the Jordan Valley area leading to the Dead Sea.

In response to the report, the State Department issued a statement claiming the U.S. government has not taken a position on the borders of a future Palestinian state and denying Jerusalem is being discussed.

But Israeli and Palestinian sources intimately familiar with the current talks tell WND Jerusalem is being negotiated, with Palestinian officials claiming the talks are in advance stages.

The sources also said the U.S. recently floated a plan to divide Jerusalem.

According to informed Israeli and Palestinian sources, officials from the State Department this year presented both negotiating sides with several proposals for consideration regarding the future status of Jerusalem. It was unclear whether the U.S. proposals were accepted.

After five years, if both sides keep specific commitments called for in a larger principal agreement, according to the U.S. plan, the PA would be given full sovereignty over agreed-upon eastern Jerusalem neighborhoods and discussions would be held regarding an arrangement for the Temple Mount. The plan doesn't specify which parts of the Temple Mount could be forfeited to the Palestinians or whether an international force may be involved.

The U.S. plan leaves Israel and the PA to negotiate which Jerusalem neighborhoods would become Palestinian.

According to top diplomatic sources, Secretary of State Condoleezza Rice, who visited the region last month, pressed Israel to sign a document by the end of the year that would include Jerusalem by offering the Palestinians a state in Israel's capital city as well as in the West Bank and Gaza Strip.

The Israeli team rather would conclude an agreement on paper by the end of the year that would give the Palestinians a state in the West Bank, Gaza and some Israeli territory, leaving conclusions on Jerusalem for a later date, the informed diplomatic sources told WND.

The sources said the Palestinian team has been pushing to conclude a deal by January on all core issues, including Jerusalem, and has been petitioning the U.S. to pressure Israel into signing an agreement on paper that offers the Palestinians eastern Jerusalem.

Rice, the sources said, has asked Israeli leaders to bend to what the U.S. refers to as a "compromise position," concluding an Israeli-Palestinian agreement by the end of the year that guarantees sections of Jerusalem to the Palestinians. But Israel would not be required to withdraw from Jerusalem for a period of one to five years.

Kadima in uproar over talk of J'lem
Prime Minister Ehud Olmert told a Kadima Party meeting at Kfar Hamaccabiah in Ramat Gan on Thursday night that his government was sticking by its position that Jerusalem should be left until the end of the talks. "We have achieved significant progress, but we haven't started the negotiations on Jerusalem yet," Olmert told a crowd of several hundred party activists and supporters. "We said this issue would be handled last, and that is what we'll do."

If Olmert is lying and Jerusalem is part of a deal, Israeli are not going to be pleased and will need major security for just Olmert, wouldn't you say?
The problem as I see it, is the fact they are making deals but Israeli's have been doing everything in it's power to keep Olmert/Abbas/Rice from dividing Jerusalem legally without a referendum. Something I don't get the picture Israeli's are willing to do.
The only way would be by force.
Plus you have UNESCO so confident they have planned a party celebrating Arab Culture in Jerusalem for 2009.

Once again, everything I'm seeing is pointing to the fact, the world will have to use force(Eze 38& 39?) as Israeli's aren't willing to divide Jerusalem.

SAT: here is my one shekel opinion. We know the Kadima coalition will fall apart if Jerusalem is included in the deal. It appears that the Knesset will not pass a deal that gives away half of the city. I suspect the following might just happen: all pieces of the deal except Jerusalem get approved. That would include almost all of the West Bank, refugee settlement etc. It is clear that the Americans are pushing hard for a complete package. Let me tell you why I think Jerusalem might not be included. The story of Joseph in Egypt involves a TESTING of the brothers. It centered around Benjamin and the CUP. Today people tend to forget that the Old City of Jerusalem and the Arab sections are all located in what was originally Benjamin territory. Jerusalem itself is called the CUP that sets the nations reeling in Zechariah. So....what if the Jews refuse to give up the Old City but sign off on the rest of the deal. It might just be implemented with that international military force that General Jones will set up. That leaves a reason for the AntiChrist to show up and impose his will, including an appearance in the Temple. This is only speculative on my part...I certainly would not sell the farm/house or even kittycage to bet on it. But just file that option away and see what happens. It does dovetail with the God of Israel "kicking in the front door" to let the world know of His presence when the "piecekeepers" are present in the West Bank Mountains of Israel.
