Yes it appears from listening and analyzing exactly what Pres. Trump was saying, it could be taken that way. (Please note he never actually came out and stated that. At least not that I've seen since in power) I really suspect the reason for all the confusion is because the left is hearing what they want but so is the right. But WH admin are walking their own line.

However Pres. Trump has stated he supports the Paris Accord and wants to renegotiate the terms. What terms ??? The portion were the wealthy countries give money to the poor countries to help them advance without having to resort once again to burning all the trees etc etc Help them jump forward in advancements.

The reason the US needs to stay but renegotiate??? And the reason Tillerson supports the Paris Accord??

Pres. Trump supports NATO, but offended the members by refusing to offer assurances on article 5 until the members pay more and the US less. Until NATO has become much stronger, but with the US still leading it. Pres. Trump is promoting the world order, but renegotiating the terms.

The thinking was money and military strength kept the US as the world leader. Pres. Trump is working hard to keep that position of world leader??? Maybe just changing the terms????
