Russia and China-North Korea urged to drop rocket launch plan

Russia and China urged North Korea on Monday not to go ahead with a plan for its second rocket launch of 2012, with Moscow saying any such move would violate restrictions imposed by the U.N. Security Council.

It is becoming very obvious Russia and China support the idea of the U.N. Security Council controlling and fear the idea of a country, other then themselves of course, could control the world
Probably because U.N. Security Council does give them some say in events
