just some humble opinion
The reason the world and Obama have taken the positions they have about the revolts? Lessons learned in Iraq and Afghanistan.
People need to feel it is their victory. The drive for their dream. Especially with democracy.
What went wrong in Iraq and Afghanistan? Although people may have been happy to see US troops at first, it quickly became the completion of an American/western dream. Something to be suspicious about and even fight. The ammo of Iran and Gadhafi.
Instead, feed it. Even in the background promote it. If you take over it, you risk the impression you are stealing it or worse enforcing and imposing it.
Freedom and democracy is something people have to feel they accomplished.

At its broadest, Obama's diplomacy has tried to redefine the exercise of American power. It is an effort at a distinctive form of multilateralism, deeper than anything any President has tried before. At the same time, Obama is proposing a limited military intervention for a problem in which U.S. interests are limited. That's something Presidents in the past have promised but mostly been unable to deliver as events on the ground forced them to escalate for fear of being humiliated
