I haven't waded through the CRS (Congressional Research Service) info cited at the bottom of the article - will try to do that this evening - but if that is what the KnowTheLies article is based on, realize that the CRS paper is from 2003.

I'd really need to see some current corroborating material from reliable sources to make any kind of judgment here.

Well, here is my spin -

The article itself, although perhaps correct and instructive in some areas, is unsubstantiated. Read it with a grain of salt, realizing that it may or may not represent factual info.

The link at the bottom of the article refers to a paper done by "CRS" (Congressional Research Service.) I don't see anything in that paper that substantiates the article, tho.

Readers please recognize that this must be digested with the knowledge that it may contain a great deal of hype.
