    If there is to be a New Orleans, it must be first and foremost be made completely safe from flooding in any conceivable worst-case scenario. If it cannot withstand a Category 5 hurricane churning straight up the mouth of the Mississippi, few will dare to live there.

    Is such a thing possible? The short answer is: it must be. But it will require assembling the smartest engineering minds on the planet. That is why the rebuilding effort should call in the Dutch.

    There is no one in the world smarter at managing land and water than the water engineers of the Netherlands. They have a thousand years of cumulative experience. New Orleans' famous pumps, which worked adequately for many years, were actually of Dutch design, and early on in the Top 10 by 2010 process, I brought in a leading Dutch economist to try to strengthen the bonds between these geographically and even somewhat culturally similar regions. (It is not hard to think of New Orleans and Amsterdam in the same sentence.)

    EU nations big and small were contributing aid or expertise.

    Germany and Britain had already sent 570,000 emergency food rations over the weekend, while tiny Luxembourg was preparing to send a team of five aid experts, two jeeps and 1,000 camp bends and 2,000 blankets. The Netherlands had deployed its naval frigate Van Amstel, which was transporting fresh drinking water, medical supplies and much needed helicopters.

    Romania, not yet a member of the EU, was also sending two teams of medical experts.

    So far, EU members Austria, Belgium, Britain, Denmark, Estonia, France, Germany, Greece, Luxembourg, Finland, Italy, Slovakia, Slovenia, Sweden, Spain and The Netherlands have pledged aid. They are among dozens of countries from around the world that have offered to help.

    NEW ORLEANS — A top New Orleans police officer said Saturday that National Guard troops sat around playing cards while people died in the stricken city after Hurricane Katrina.

    New Orleans deputy police commander W.S. Riley launched a bitter attack on the federal response to the disaster though he praised the way the evacuation was eventually handled.

    A group of female hurricane survivors were told to show their breasts if they wanted to be rescued, a British holidaymaker has revealed.Ged Scott watched as American rescuers turned their boat around and sped off when the the women refused.

    The account was just another example of the horror stories emerging from the hurricane disaster zone.

    Mr Scott, 36, of Liverpool, was with his wife and seven-year-old daughter in the Ramada Hotel when the flood waters started rising.

    At one point, there were a load of girls on the roof of the hotel saying 'Can you help us?' and the policemen said 'Show us what you've got' and made signs for them to lift their T-shirts," he told the Liverpool Evening Echo.

    "When the girls refused, they said `Fine' and motored off down the road in their boat."

    so far for now.............there is very much covering hereover and in Germany and Belgium too, very indepth stories about the 'aftermath', the conclusion that it's far from over. There is an enormous polution coming from all the contaminated water, beside that almost an unevictable destiny that most building will be damaged to much for re-using.........

    this is truly dramatic.....

    don't forget to read the interesting comments posted at that webpage..... B.t.w. ; On the moment the there is a big team of expert engineers waiting for approval to offer specialistic help for emergency construction and technical assistance by rebuilding, so far no respons from US officals to come in.

      Thanks for posting this, RealDutch. I agree, the Dutch are the best in the world at keeping the water out. I hope that we will use you guys.

      However, I cringed a little at the story about the female survivors. That definitely is not a "highlight" in my book. Perhaps a "low point" would be a better description.

        I saw the reports of what happened to the tourist from England. It is
        sad what people will think of even when someones life is in danger. I am
        glad the majority of emergency workers would never think of doing what
        the officers in New Orleans did.
