      I can see looting food and water, because you don't have any. But like so many on Fox have said, it's almost like those looting, planned on doing this, and that's why they didn't evacuate. Too many movies portray this as the thing to do, and the looters all appear to be in their teens and 20's. The same market these movies go for IMHO. Of course one thing they didn't plan on was the NG. The NG with STK orders wasn't in the movies I have seen. That's why a lot of these people are quiet. The "fun" of looting, and running from the local police is over. If you loot, you die. If you rob someone, it's the same. The president......THE PRESIDENT declared a zero tolerance policy on lawlessness. IMHO I wouldn't swipe something that didn't have my name on it. Taking things from the dead just isn't right, but some people are doing it. What the sam hill are you going to do with jewelry and a tv? I also heard the Casino's lost money during this. Some smart people broke into the machines, and made off with who knows how much. I can't say that I condone that, unless the money went to the needy. I doubt it did though, but I can bet the money in those machines came from the needy. Just MHO of course.
      In Memphis, I applaud our town. We are one of the major cities that NO residents have come to. Many businesses in town, are offering these people jobs. If you have a skill (plumbing, welder, etc), many companies were asking for those people to come on by and start working. Many are going to hotels and PAYING for weekly stays for displaced people. Shelters, places to keep pets, park RV's, etc, all becoming available by people that live here who just want to help out.

            Unless I'm seriously mistaken, using the regular Armed Forces for this sort of thing is illegal under the posse comitatus law passed after the Civil War.

            Any acion by the regular Armed Forces would have to be authorized by a specific act of Congress. Congress needs to address this issue immediately.

            June 18, 1878


            CHAP. 263 - An act making appropriations for the support of the Army for the fiscal year ending June thirtieth, eighteen hundred and seventy-nine, and for other purposes.

            SEC. 15. From and after the passage of this act it shall not be lawful to employ any part of the Army of the United States, as a posse comitatus, or otherwise, for the purpose of executing the laws, except in such cases and under such circumstances as such employment of said force may be expressly authorized by the Constitution or by act of Congress; and no money appropriated by this act shall be used to pay any of the expenses incurred in the employment of any troops in violation of this section And any person willfully violating the provisions of this section shall be deemed guilty of a misdemeanor and on conviction thereof shall be punished by fine not exceeding ten thousand dollars or imprisonment not exceeding two years or by both such fine and imprisonment.

              Technically, each state can authorize its own "private" troops to maintain order in their state when there is a problem. That is a form of martial law and that is what is in LA now.

              But, as pointed out here, in order for the US military to move in, we must suspend the posse.

              When that occurs, if I am not mistaken, martial law technically is enforcible throughout the entire country.

              IMO, there is some reason other than passing a $10 billion bill that congress has come back early. The president could have OKed the $10 billion somehow. He's done it with Iraq. I think congress is returning to suspend that portion of the constitution so that the US military can act. Why do I think that? because there are a fleet of Naval ships on their way. By law, those troops cannot get off the boat and act in any official way on US soil without the approval of congress. And, the president cannot get around that.

              That's why I think congress is on their way back so quick.....

              I have mixed feelings about this. I know it has to happen -- although, it's too late now. But something has to be done to regain law and order. At the same time, the prospect of US military acting against US citizens just feels really makes me nervous. I don't like it even though it has to happen. It can set a president for the future that is not good.

              I fell bad that it's come to this, but it has.

                It's bad that it's come to this, but we need to act now. The Posse Comitatus Act is not part of the Constitution, but it is a law of very long standing. I think Congress can authorize action on a case by case basis without throwing out the whole Act, and this is what I believe will happen.


                Only martial law will bring the situation in New Orleans back under control.

                  Fox network had a doctor who was inside the superdome treating people speak to them. The doctor said no way he was going back in there until it's safe again. He's not going to put his life on the line like that. He rattled off all the murders and rapes that have been happening in there... dozens.

                    Sorry. I thought it was part of the constitution - assumed actually. Then, it is a law or statute on the books. In any case, it has to be suspended in order to allow the military to act on US soil. It's too late any way, but something needs to be done for the few people who will be standing in the next 48 hours.

                    Healthy humans can only survive for a few days without any water. People who are overweight can actually survive longer -- four or five days on the average with some maing it longer. Some people have already started to die. That's the lower end of the bell curve. I expect that Friday and Saturday we will begin to see significant dehydration deaths.

                    It doesn't seem like there is a plan to save people by then.

                    I have my own beliefs about what is going on there. I don't want to voice them outright. If I'm correct, everyone will understand in the next few weeks. If not, then no one will have been bothered by my over active imagination....

                    I don't think there has been any plans or desires to rescue those people from the beginning. They could have been air dropping supplies into a secure place in the area and then distributing the stuff. They could have curbed violence from the first day with strict curfews and STK rules for law enforcement.

                    I was involved in law enforcement for over 15 years. I know that everything that was done in this case was done opposite of how it should have been done. I know it was a big job. But I'm not without knowledge of crowd control and even urban unrest training. And, I can honestly say that everything single thing here has been done exactly opposite of how it should have been done.

                      I'm in agreement with you on that, Bob. It's time for our representatives to get off their duffs and do something before things get any worse. Our efforts so far have been shamefully weak. The problem with using the Guard is that most of the trained MP units are in Iraq or at Gitmo.

                      This all goes to show how thin the veneer of civilization really is.
