Unless they make a provision for small businesses IMO this is another ploy to get rid of them! Using the analogy of EPA and the water/wastewater business, which I used to be in, they want as few entities to regulate as they can and thus push regionalization! The company I worked for was investor-owed but very regulated and the largest in the US (although bought by the Germans) and we made EPA's job a lot easier, as a result!
